Poll Tax

A tax charged on each person, or "head".

England's poll taxes of 1377, 1379 and 1381 produced long lists of taxpayers, and the third helped spark the Peasants' Revolt. SurnameDB's histories note that surnames became necessary when governments introduced personal taxation, which in England was known as Poll Tax.
